PAWTUCKET, R.I. — A data-driven analysis of Rhode Island’s cities and towns highlights how communities compare statewide when evaluated across four key factors: education, quality of life, affordability and diversity.
The ranking evaluated all 39 municipalities in Rhode Island using the following weighted metrics:
Education — 40%
Quality of Life — 20%
Affordability — 30%
Diversity — 10%
Education carried the largest weight in the analysis, reflecting the importance many residents place on school quality when choosing where to live. Housing affordability also played a significant role, accounting for nearly one-third of the overall score.
Communities With the Strongest Overall Scores
Based on the weighted model, several Rhode Island communities stood out for their ability to combine strong schools, livability and manageable housing costs.
Among the highest-ranking municipalities were North Kingstown, Cumberland, and Lincoln, communities known for solid public school systems, relatively safe neighborhoods and convenient access to employment centers.
Other communities performing well in the analysis included South Kingstown, Smithfield, and Portsmouth, which also scored strongly across multiple categories.
Large suburban cities such as Cranston and Warwick ranked in the middle tier of the statewide comparison, benefiting from strong amenities, employment access and housing prices that are more moderate than many of the state’s coastal communities.
Housing Costs Influence the Rankings
Housing affordability played a major role in shaping the rankings, particularly as home prices and rental costs have increased across Rhode Island in recent years.
Communities with higher housing costs, including Barrington and East Greenwich. Scored well in education and quality of life but were impacted by affordability measures.
Coastal communities such as Jamestown and Narragansett also saw housing prices affect their overall scores despite their strong livability and desirable locations.
Newport finished near the bottom of the ranking despite having one of the most desirable coastal settings in the state.
The primary factor impacting Newport’s ranking is housing affordability.
While the city scores very high in quality of life, including walkability, tourism amenities, historic character and waterfront access, the cost of housing is significantly higher than most Rhode Island communities. Median home prices and rental costs in Newport are among the highest in the state, which heavily impacts its affordability score in the model.
In addition, the city’s economy is heavily influenced by tourism and seasonal housing, which contributes to higher property values and a competitive housing market. Those factors lowered Newport’s overall score when affordability accounted for a substantial portion of the ranking.
Urban Communities in the Statewide Comparison
Rhode Island’s larger cities, including Providence, Pawtucket, and Woonsocket offered strong diversity and relatively affordable housing compared with many suburban communities, though education metrics weighed heavily in the overall scoring.
The analysis underscores the different strengths each Rhode Island community brings to the statewide landscape, from top-performing school systems and suburban neighborhoods to urban centers offering cultural diversity and more accessible housing options.
As residents weigh where to live across the Ocean State, factors such as school quality, housing costs and community amenities continue to shape how Rhode Island’s cities and towns compare with one another.
